A.                The meeting was called to order at 6:00 p.m. by Chairperson Behnke.

 

B.        MEMBERS PRESENT:   Sherry Behnke, Citizen Member-Chairperson

                                                      Jim Moore, Village President

                                                      Jim Frank, Citizen Member

                                                      Mike Will, Trustee                             

                                                      Ken Jurkowski, Citizen Member

            MEMBERS EXCUSED: Nick Leonard, Staff member

 

            OTHERS PRESENT:       Rob Giese, Rob Giese Construction

C.                Approval of Minutes.

1.      Approve the minutes of Tuesday, February 11, 2014.

 

Motion by Moore, second by Frank to approve the minutes of Tuesday, February 11, 2014.  Motion carried 6-0, Leonard excused.

 

D.                Board Action.

1.      On March 3, 2014 the Village voted to approve Ordinance 2014-01 an ordinance rezoning three parcels on the end of Winnebago Street adjacent to the rail yard from

R-4 residential to I-1 Industrial.

           

Fetters stated that there was no major discussion on the approval.

 

E.        Old Business.

None.

 

F.                 New Business.     

1.      Approve the site plan request of Rob Giese and Chris Cardinal for storage buildings at the I-1 zoned property on the southeast end of Winnebago Street adjacent to the rail yard and directly across the street from 2 Winnebago Street.

 

Fetters stated that the Ordinance rezoning the parcels was approved by the Village Board.  Fetters said that the site plan appears to meet the required floor area ratio of less than .6 so lot coverage is acceptable.  Fetters stated that the existing structures in the area have reduced setbacks and that it appears adjacent properties may be up to or over the property lines.   Fetters stated that because the road serving the proposed buildings is gravel; that it would be acceptable for the developments driving surfaces to be gravel.  Jurkowski asked Fetters if the roadway would be improved and maintained in conjunction with this project.  Fetters stated that he and Leonard had discussed that the previously unused gravel road may need some re-grading/ leveling as part of the project.  Fetters said that the drainage plan and light plan would have to be reviewed and approved by public works as the site plan did not include those details.

Darnick asked Rob Giese if the lights would be metal halide or low pressure sodium.  Giese stated that he was not sure which it would be or if they would be the new LED light wall packs.  Fetters stated that Giese would work with public works and Darren Pautsch to make sure an acceptable lighting plan is approved by public works.   Fetters said that Giese would work with Leonard on a drainage plan to be approved by public works.

         Motion by Will, second by Moore to approve the site plan request of Rob Giese and Chris Cardinal for storage buildings contingent on receiving drainage plan approval, lighting plan approval, and having permanent egress easements placed on both driveway parcels.  Motion carried 6-0, Leonard excused.

 

G.        Citizens to be Heard.

      None.

 

      H.        Adjournment.

    Motion by Jurkowski, second by Frank to adjourn the meeting at 6:26 p.m.  Motion carried 6-0, Leonard excused.
