A.                The meeting was called to order at 6:00 p.m. by Chairperson Behnke.

 

B.        MEMBERS PRESENT:   Sherry Behnke, Citizen Member-Chairperson

C.                Approval of Minutes.

1.      Approve the minutes of Tuesday, February 11, 2014.

 

Motion by Moore, second by Frank to approve the minutes of Tuesday, February 11, 2014.  Motion carried 6-0, Leonard excused.

 

D.                Board Action.

1.      On March 3, 2014 the Village voted to approve Ordinance 2014-01 an ordinance rezoning three parcels on the end of Winnebago Street adjacent to the rail yard from

R-4 residential to I-1 Industrial.

           

Fetters stated that there was no major discussion on the approval.

 

E.        Old Business.

None.

 

F.                 New Business.     

1.      Approve the site plan request of Rob Giese and Chris Cardinal for storage buildings at the I-1 zoned property on the southeast end of Winnebago Street adjacent to the rail yard and directly across the street from 2 Winnebago Street.

 

Fetters stated that the Ordinance rezoning the parcels was approved by the Village Board.  Fetters said that the site plan appears to meet the required floor area ratio of less than .6 so lot coverage is acceptable.  Fetters stated that the existing structures in the area have reduced setbacks and that it appears adjacent properties may be up to or over the property lines.   Fetters stated that because the road serving the proposed buildings is gravel; that it would be acceptable for the developments driving surfaces to be gravel.  Jurkowski asked Fetters if the roadway would be improved and maintained in conjunction with this project.  Fetters stated that he and Leonard had discussed that the previously unused gravel road may need some re-grading/ leveling as part of the project.  Fetters said that the drainage plan and light plan would have to be reviewed and approved by public works as the site plan did not include those details.

Darnick asked Rob Giese if the lights would be metal halide or low pressure sodium.  Giese stated that he was not sure which it would be or if they would be the new LED light wall packs.  Fetters stated that Giese would work with public works and Darren Pautsch to make sure an acceptable lighting plan is approved by public works.   Fetters said that Giese would work with Leonard on a drainage plan to be approved by public works.

         Motion by Will, second by Moore to approve the site plan request of Rob Giese and Chris Cardinal for storage buildings contingent on receiving drainage plan approval, lighting plan approval, and having permanent egress easements placed on both driveway parcels.  Motion carried 6-0, Leonard excused.

 

G.        Citizens to be Heard.

      None.

 

      H.        Adjournment.

Motion by Frank, second by Jurkowski to approve the minutes of Tuesday, December 10, 2013.  Motion carried 5-0, Darnick and Leonard excused.

F.                 New Business.       

1.      Approval of a certified survey map for a property division off of Winnebago Street owned by Mark Flood and Lakeshore Terrace, LLC; currently part of Lakeshore Terrace.

 

Fetters stated that survey map for the proposed land division for Mark Flood had been revised with a reduced lot line setback of twenty-one feet to the nearest home.  Fetters said that the proposed survey maps parcels were still in compliance with the required twenty foot minimum home setback in the MH District.  David Jacob stated the survey was changed because the weather forced him to delay surveying the existing buildings until recently.  Will asked if the trees shown on the overhead view of the area were evergreens.  Fetters stated he believed the trees where evergreen and sit upon a berm.   Motion by Moore, second by Frank to approve the certified survey map for Mark Flood and Lakeshore Terrace, LLC.  Motion carried 5-0, Darnick and Leonard excused. 

 

G.        Citizens to be Heard. 

None.

B.  Approval of Minutes.

  1. Approve the minutes of Tuesday, November 12, 2013.

           Motion by Moore, second by Frank to approve the minutes of Tuesday, November 12, 2013. Motion carried 7-0.

C.   Board Action.

  1. On Monday, November 18, 2013 the Village Board approved the Special Use permit application by Integrity Engineering on behalf of Korneli Express Gas Station, 330 Prospect Avenue, North Fond du Lac to allow the expansion of the floor plan by approximately 425 square feet, relocate existing equipment, and to reduce the rear setback, similar to the existing adjacent commercial buildings

Leonard stated that at the Board meeting Mr. Korneli stated that he would be enclosing the entire backside of the addition.

2.  On Monday, November 18, 2013 the Village Board held public hearings and first readings of Ordinance O-2013-02 and Ordinance O-2013-03 striking and recreating Section H Economic Development Element and Section J Land Use Element of the Village of North Fond du Lac Comprehensive Plan

D.  Old Business.None.

E.  New Business.  

1.  Extraterritorial plat approval for a proposed survey map for a property off of Minnesota Avenue owned by Wayne Tatro and James Flood in the Town of Friendship.

Fetters stated that survey map for the proposed land division in the Town of Friendship for Wayne Tatro and James flood posed no problems based on the size, shape, or location of the proposed parcels. Fetters said that the Future Land Use Map of the Village of North Fond du Lac’s Comprehensive Plan showed the land as undeveloped with the majority of the surrounding area as residential. Motion by Frank, second by Moore to

       Plan Commission to approve the certified survey map for Wayne Tatro and James Flood in the Town of Friendship as submitted. Motion carried 7-0.

F.  Citizens to be Heard. None.

G.  Adjournment.
